Strand 1: Support for Cultural Projects

Cultural organisations are given support for projects to work together across borders and to create and implement cultural and artistic activities. The thrust of this strand is to help organisations, such as theatres, museums, professional associations, research centres, universities, cultural institutes and public authorities from different countries participating in the Programme to cooperate so that different sectors can work together and extend their cultural and artistic reach across borders.

This strandis divided into four categories, which are detailed below.

1.1 Multi-annual cooperation projects

Community co-financing will be provided for projects comprising a number of multi-annual cultural activities aiming to achieve a sustainable and structured cooperation between cultural operators.

Multi-annual cooperation projects must involve at least 6 cultural operators from 6 different countries participating in the Programme. These projects must have a duration of 3 to 5 years.

Community co-financing cannot exceed 50 % of the total eligible costs of the action financed and must be between EUR 200 000 and EUR 500 000 per year.

The deadline for applyingis 1 October each year until the end of the Programme in 2013. The results of the selection are published on EACEA’s website the latest on 31 March of the following year.

2.1 Cooperation projects

Community co-financing will be provided for sectoral or cross-sectoral cultural actions of a shorter duration and smaller scale, which aim at exploring longer-term cooperation among cultural operators.

Each cooperation measure must involve at least 3 cultural operators from 3 different countries participating in the Programme. These projects must have a duration of maximum 24 months.

Community co-financing cannot exceed 50 % of the total eligible costs of the action financed and must be between EUR 50 000 and EUR 200 000.

The deadline for applyingis 1 October each year until the end of the Programme in 2013. The results of the selection are published on EACEA’s website the latest on 31 March of the following year.

1.2.2 Literary translation projects

Publishing houses can be awarded grants for translations and publication of works of fiction from one European language into another European language.

Eligible works are works of fiction irrespective of their literary genre (novels, tales, short stories, theatre plays, poetry, comics, etc.); eligible authors are authors who are nationals or residents of a country participating in the Programme; eligible languages are the official languages of the countries participating in the Programme and ancient languages, such as Latin and ancient Greek.

Funds of between EUR 2.000 and EUR 60.000 are available. The grant can cover translation costs provided that these costs do not represent more than 50% of the total operating costs for translation and publication of the book(s) (applicable for budget based financing grants).

The duration of a literary translation project shall not exceed 24 months.

NEW: The Programme Guide introduces the flat rate based financing, mentioning that the calculation of the grant is based on a fixed amount per page per language. The table with the flat rates applicable in the eligible countries per language is available in the Programme Guide (Chapter V - Literary Translation Projects).

The traditional budget based financing applies only in the case of poetry.

The deadline for applying is 1 February each year until the end of the Programme in 2013. The results of the selection are published on EACEA’s website at the latest on 31 July of the same year.

1.3 Cultural cooperation projects with and in third countries

Through this strand financial support is given to cultural cooperation projects aimed at cultural exchanges between the countries taking part in the Programme and thirdcountries, which have concluded association or cooperation agreements with the EU, provided that the latter contain cultural clauses.

Every year one or more third country(ies)is/are selected for that particular year. The country(ies) is/are indicated each year on the website of the Executive Agency at the latest 4 months before the deadline for submission indicated in the Calendar of the Programme (Chapter I.8 in the Programme Guide).

The maximum duration of a project is of 24 months. The cooperation projects should involve at least 3 cultural operators, from at least 3 eligible countriesand cultural cooperation with at least one organisation from the selected third countryand/or involve cultural activities carried out in the selected third country.

Funds of between EUR 50.000 and maximum EUR 200.000 are available, but EU support is limited to maximum 50% of the total eligible cost.

The deadline for applying is 1 May each year until the end of the Programme in 2013. The results of the selection is published on EACEA’s website at the latest on 30 September of the same year.
