These are some of the questions which will be answered on 9 July during the Culture InfoDay organised by the Romanian Cultural Contact Point at the Bánffy Castle in Bonțida (approximately 35 Km from the city of Cluj-Napoca).

The main focus of this event is to facilitate partnerships between cultural operators interested in European cooperation projects financed by the Culture Programme. The event will include presentations of funding opportunities available for cooperation projects in 2010 (i.e. cooperation projects of maximum 2 years, multi-annual cooperation projects, cooperation projects between organisations involved in cultural policy analysis), recommendations for how to submit a quality application, case studies of supported cooperation projects (presented directly by their managers) and on-site networking for organisations (dedicated partner search spaces and time).

This meeting is the first in a series of similar events to take place in different localities throughout the country in the next years and, for this pilot phase, targets operators from Romania, Hungary and Serbia who are interested in partnerships with a cross-border dimension. However, cultural operators from other countries who are looking for partners in this region are more than welcome to join us, too.

CAPITAL CULTURA - Development through Culture: the Road to Sustainability
Sibiu, 21-22 September 2009

The 7th forum of the Consultancy Centre focuses this year on culture and sustainable development. Its broad aim is to emphasise the importance of integrating the dimension of culture into the theory and practice of sustainable development. The discussions during this event will look at the role culture can play in the sustainable development of communities, in supporting artistic creation and the valorisation of heritage while protecting and promoting European cultural diversity and enhancing European citizenship. This year’s forum will shed light on the concrete contribution the EU has been making in this sense through: the structural funds, the Community programmes Culture and Europe for Citizens, the European Capitals of Culture and some recently released studies at European level.

The forum is designed as an opportunity for networking and securing partnerships between cultural operators interested in getting involved in sustainable cultural initiatives at European level. It will be built around 3 main modules that address sustainable development from the perspective of:

  1. cultural cooperation at European level: ways in which the different European programmes dedicated to culture or having cultural relevance can contribute to new partnerships of the friche type that imply the joint use of resources and common administrative services (human, logistical, infrastructural) in cultural and artistic projects;
  2. cross-sectoral development: European financing opportunities for research, education, heritage and traditional craftsmanship;
  3. territorial cohesion: the role and impact of culture in the context of cultural operators’ involvement in plurisectorial groups of initiative based on regional partnerships.

The forum will bring together guests from abroad and from Romania who, along with the other participants, will try to identify those aspects of artists’ and cultural operators’ activity that could represent the key to a sustainable development and to supporting the conditions of artistic creation. At the same time, the event launches an invitation for local authorities, significant actors in community development, who can build an extremely relevant relationship: between culture and active European citizenship. This initiative emerged from the belief that artistic activity and cultural heritage resources are an important community capital for sustainable development and that each social actor has a well-defined role in strengthening and valorising this potential.
At the end of the second day of the forum, participants interested in advanced artwork restoration and conservation techniques will also have the opportunity to join in the LACONA 8 conference organised by the National Institute of Research and Development for Optoelectronics, former project leader of a successful Culture 2000 project and co-organiser in other projects funded by the same EU programme. LACONA is a biennial event gathering scientists, conservators, restorers, architects, companies, decision-makers, professors and students involved in projects on laser equipment and applications for artwork conservation (read more about LACONA 8 here).

CAPITAL CULTURA is organised with the financial support of the Romanian Ministry of Culture, Religious Affairs and National Heritage and of the European Commission. The Ministry and the European Commission co-finance the activity of the Cultural Contact Point and of the Europe for Citizens Point, structures hosted by the Consultancy Centre that put forward individual action plans of specific activities each year. The 2009 forum is organised in partnership by these 2 structures and reflects their common interest in investigating the relationship between culture, European citizenship and sustainable development.

Public debates concerning the European Agenda for culture in a Globalizing World

In May 2007, the European Commission published a document entitled European Agenda for Culture in a Globalizing World, which presents a general structure for the action of European institutions in the field of culture today. It also aims to foster a new debate on the role of culture in Europe, involving both institutions and citizens.

In January 2009, several European organisations have launched a project entitled Euromedinculture Citizenship, which aims to enable citizens to take part in a public discussion on culture, including its several expressions and its diversity, as a key element in the development of the European Union.

The present questionnaire is one of the elements used to foster this debate. It will be followed by a series of regional forums which will be held in Andalusia (Spain), Lisbonne/Guimaraes (Portugal), Marseille (France), La Louvière/Bruxelles (Belgium), Liverpool (UK), Munich (Germany), Heraklion (Greece) and Malta between April and May 2009. A final and concluding European forum, following on from the regional forums, is scheduled to take place during July 2009, in France.

A final report summarising the results of the consultation process will be presented to European institutions by the end of 2009. It will also be sent to anyone interested, including those who have responded to the questionnaire.

Annual forum European Cultural Clusters in Brasov, between September 22 – 23, 2008

The Consultancy Centre for European Cultural Programmes organises the annual forum European Cultural Clusters in Brasov, between September 22 – 23, 2008.

The forum will focus on four main areas:

  • Intercultural dialogue as a social cohesion cluster generator
  • Cross-border clusters
  • Transnational clusters
  • Creative clusters

The forum is open to all interested cultural operators from Romania and abroad. We are seeking to actively engage in our event the European Commission (DG EAC), the Executive Agency for Education, Audiovisual and Culture, the Ministry of Culture and Religious Affairs of Romania, the Ministry of Economy and Finances of Romania, the Representation of the European Commission in Romania and the UNESCO Romanian National Commission.

Participants are strongly encouraged to use the forum as an opportunity for networking and securing partnerships as much as for sharing common concerns derived from hands-on practice at local, regional and international level.

Our institution covers the costs of the meals during the forum while you/your institution have/has to cover the expenses for transportation and accommodation (90 euro/night at Hotel Aro-Palace).

Two locations, in order to give you the possibility to make your choice according to your geographic zone and language preferences (*), but a single agenda, which is proposed to you by the European Commission (Directorate-General Education and Culture) and the Education, Audiovisual & Culture Executive Agency. The agency informs participating countries about the Culture programme and manages the programme in cooperation with the Cultural Contact Points.

Each of these days aims to provide you with general information on the priorities and the novelties of the programme as well as give you practical advice on the preparation and submission of applications (administrative and financial aspects), or information on the management of grants.

You will be able to come into direct contact with the team that is in charge of the Culture Programme as well as interact with other stakeholders of the programme.

At the heart of the Infoday Culture 2008: a detailed presentation of the new programme guide, which simplifies the conditions for participation and contains the timetable and deadlines until 2013.

“Art and Public Space…Who is Shaping the Public Space and for Whom?”
 Open Space Romania event

Between 14 and 16 May, the National Museum of Contemporary Art in Bucharest hosted British Council’s Open Space event in the framework of Creative Collaborations, a regional arts project in South East Europe. The project aims at bringing together leading arts professionals from the UK and across Europe to work on the issues that are most important to them, such as public space, arts and professional development, social inclusion, cultural leadership and creative cities. Creative Collaborations includes five Open Space events throughout the SEE region. Open Space Romania focused on art and public space. The Consultancy Centre for European Cultural Programmes, as British Council’s partner, was represented at this event by Mrs. Mioara Lujanschi, who held a workshop on EU funding mechanisms for collaborative cultural projects. Europa Nostra Awards - 2008

The European Union’s Prizesfor Cultural Heritage / Europa Nostra Awards, jointly launched in 2002 by the European Commission and the Europa Nostra network in the framework of „Culture 2000” Programme, aim at rewarding each year outstanding initiatives in the field of cultural heriage in Europe, ranging from restoration of buildings and their adaptation to new uses, to urban and rural landscape rehabilitation, archaeological site interpretations, research and care for art collections.

In 2008, for the first time, the awards include education projects related to cultural heritage, and dedicated service to heritage conservation by individuals or organisations.

This year’s edition of the prestigious awards brought recognition to Romanian culture through a prize offered to the Specialization Centre in the field of rehabilitating the built heritage in Bonţida - at the Education, Training and Awareness Raising category and through a medal for arhitect Şerban G. Cantacuzino- at the Dedicated Service category.

The previous editions of this Europe-wide initiative acknowledged the importance of the following institutions and professionals from Romania: the Mihai Eminescu Trust (Romania / UK) at the Dedicated Service category in 2006, the Hill Church of Sighisoara (Biserica din Deal din Sighişoara) at the Architectural Heritage category in 2004, Mr. Călin Hoinărescu from Ploieşti at the Dedicated Service to Heritage Conservation category in 2003.

27 - 28 March 2008, Sinaia: the National Conference of experts in the field of protection of national cultural heritage.

Organised by the Ministry of Culture and Religious Affairs, D.C.C.P.C.N. Prahova, Sinaia Town Hall and the National Museum of Art, the conference includes presentations of regional and European programmes relevant to cultural heritage, of existing funding opportunities for this domain, as well as of various projects that have been (co)financed through various European programmes. The Consultancy Centre for European Cultural Programmes are represented at this conference by Mr. Vladimir Simon and Ms. Mioara Lujanschi, who will speak about the “Culture (2007 - 2013)” Programme and the “2008 European Year of Intercultural Dialogue” Programme. Infoday on „Culture (2007-2013)” funding opportunities  - Bruxelles, October 5

The Education, Audiovisual and Culture Executive Agency and the European Commission (Directorate General Education and Culture) organized on September 14 in Bruxelles „Infoday”. The event focused  on Culture (2007-2013) funding opportunities. Representatives of the two institutions presented the Programme’s content and the European cultural agenda. Also, they answered the participants’ questions concerning the administrative and financial conditions to take part in the Programme.

At the beginning of August 2007, the Commision has launched the new calls for proposals for the following strands:

Strand 1. Support for cultural actions
Strand 2. Support for European cultural bodies
Strand 3. Support for analysis and dissemination activities

Main changes (compared with the previous call for proposals):

1. There is now a two-stage application process. The first stage implies the sending of the application form (part I, II and III), the declaration of honor, the activities report and the CV of persons responsible for the project. If the project passes the first stage, the organizations involved in the project must submit the rest of the requested documents in one month’s time after they have been requested to do so by the EC Executive Agency.

2. It is no longer required for the co-organizers to provide a minimum of 5% of the total eligible budget. Still, the co-financing presented in the project should not be generated by an organization or organizations coming from just one country, as this will not ensure a strong perception of it being European. 

3. The award criteria and evaluation methodology have changed; the projects will be evaluated on a scale ranging from 0 to 35 points for cooperation measures and multi-annual cooperation projects, respectively on a scale ranging from 0 to 30 points for special cooperation actions in and with third countries and on one ranging from 0 to 25 points for literary translations.

For Cooperation measures and Multi-annual cooperation projects, the award criteria are the following:

  1. the extent to which the project can generate a real European added value;
  2. the relevance of the activities to the specific objectives of the Programme;
  3. the extent to which the activities proposed are designed and can be carried out successfully with a high level of excellence;
  4. the quality of partnership between coordinator and co-organisers;
  5. the extent to which the activities can produce outputs which achieve the objectives of the Programme;
  6. the extent to which the results of activities proposed will be appropriately communicated and promoted;
  7. the extent to which the activities can generate an appropriate level of sustainability

For Literary Translations the award criteria are the following:

  1. the extent to which the project can generate a real European added value,
  2. the relevance of the activities to the specific objectives of the Programme,
  3. the extent to which the activities proposed are designed and can be carried out successfully with a high level of excellence,
  4. the extent to which the activities can produce outputs which achieve the objectives of the Programme;
  5. the extent to which the results of activities proposed will be appropriately communicated and promoted.

For Special measures: cooperation with third countries, the award criteria are the following:

  1. the extent to which the project can generate a real European added value;
  2. the extent to which the project can generate a real International Cooperation Dimension;
  3. the quality of partnership between partners and associate partners;
  4. the extent to which the project can demonstrate an appropriate level of Innovation and Creativity;
  5. the extent to which the activities can generate an appropriate level of sustainability;
  6. the extent to which the results of activities proposed will be appropriately communicated and promoted - visibility.

4. As part of Strand 3: Support for analyses and dissemination activities, this call for proposals focuses on ‘Networks’
The call is explicitly directed at Networks: support for evaluation or impact assessment activities in the field of European cultural cooperation and European cultural policy development (strand 3.2).

Community grants, are to be awarded to up to 3 Networks Projects, with the intention of increasing the volume and quality of information and data to develop comparative data and analysis on cultural cooperation at European level, particularly with regard to the mobility of creators and cultural players, the circulation of works of art and artistic and cultural products and intercultural dialogue.
For Networks, the evaluation scale ranges from 0 to 30 points and the award criteria are the following:

  1. the extent to which the activities proposed are designed and can be carried out successfully with a high level of excellence;
  2. the quality of partnership between co-ordinator and co-organisers;
  3. the extent to which the project can generate a real European added value;
  4. the extent to which the results of activities proposed will be appropriately communicated and promoted - Dissemination and exploitation strategy;
  5. the extent to which the activities can generate an appropriate level of sustainability.

 

Info Day on Culture Programme 2008

The new Culture Programme runs for the period 2007-2013. The 2008 funding opportunities under this programme will be launched early August. In this context, an Information Day will be organised next September 14 in Brussels by the European Commission (Directorate General Education and Culture) together with the Education, Audiovisual and Culture Executive Agency.

RegioCult Forum at end

The Cultural Contact Point hosted by the Consultancy Centre for European Cultural Programmes organized on July 6 – 7, in Jupiter, a forum entitled RegioCult, which was meant to identify the European financing mechanisms for cultural projects at regional level and, in the same time, to make an inventory of the possible concrete co-operation initiatives between cultural operators in the neighboring countries of Romania. The premises of co-operation were inferred from the acquired experience in European programmes of the organizations in Romania, Bulgaria and Italy whose representatives presented best practice examples.

The invitation to partnerships was received and commented by cultural operators and representatives of central authorities in the countries which are for the time being only associated countries at the European programmes, countries such as Croatia, Macedonia, Serbia, Montenegro and Turkey. Thanks to the interventions of the representatives of the Ministry of Development, Public Works and Housing, of the Ministry of Economy and Finances, of the Ministry of Culture and Religious Affairs, of the consultants of the host institution, it became obvious that cultural cooperation has substantial means for financing provided that these are well known and used according to the objectives and regulations of the European Union. Practically, cultural co-operation between the countries in the region can be supported through Culture (2007-2013) Programme, PHARE CBC, INTERREG IV, SEES, Europe for Citizens Programme, which were presented into detail during the forum. The funds represent tens of millions Euros.

A programme dedicated to co-operation is also 2008 - European Year of Intercultural Dialogue. The programme will have calls for proposals for projects, with dead-lines in July and September, open calls for individual cultural operators and coordinating bodies appointed in each Member State. The Consultancy Centre for European Cultural Programmes was appointed by the Ministry of Culture and Religious Affairs in Romania to propose the national project in the framework of the Programme. On Saturday, July 7, after the closure of the forum, the participants visited Histria which is included in a South – East European rehabilitation programme for the cultural heritage initiated by the Council of Europe and partly financed by the European Commission.
